The International Governing Board is the highest international strategic advisory body of the National Quality Assurance Agency for Education (NQAAE) under the Administration of the President of the Republic of Uzbekistan. The Board brings together internationally distinguished leaders in quality assurance, accreditation, higher education, technical and vocational education and training (TVET), educational policy, governance, and institutional leadership to provide independent strategic guidance that supports the Agency's mission of strengthening education quality and advancing internationally recognised standards across Uzbekistan's education system. As a permanent advisory body, the Board provides global expertise and strategic insight that support institutional development, evidence-informed decision-making, and the continuous enhancement of education quality in accordance with international best practices.

The mission of the International Governing Board is to provide independent strategic guidance and international expertise that support the National Quality Assurance Agency for Education in developing a transparent, credible, innovative, and internationally recognised education quality assurance system.
Through its collective expertise, the Board contributes to strengthening institutional excellence, promoting international collaboration, and supporting the continuous improvement of education quality across Uzbekistan.
The International Governing Board supports the Agency's long-term strategic development by:
Providing strategic advice on the development of education quality assurance in Uzbekistan;
Advising on national policies related to quality assurance, accreditation, external evaluation, and institutional development;
Promoting the adoption of internationally recognised standards, principles, and best practices;
Supporting the continuous improvement of accreditation frameworks, quality assurance methodologies, and institutional evaluation processes;
Recommending measures to strengthen transparency, accountability, institutional independence, and public confidence;
Providing strategic recommendations on legislative and regulatory developments related to education quality assurance;
Promoting international cooperation and strategic partnerships with leading quality assurance and accreditation organisations;
Bringing international expertise and stakeholder perspectives into the Agency's strategic planning and decision-making processes;
Identifying emerging global trends and opportunities to support the sustainable development of Uzbekistan's education quality assurance system.
The International Governing Board comprises internationally recognised experts and senior leaders from leading quality assurance agencies, accreditation organisations, ministries of education, universities, research institutions, and international organisations.
Board members are selected based on their distinguished professional achievements, international reputation, and extensive leadership experience in quality assurance, accreditation, educational governance, public policy, institutional development, and international cooperation.
Together, they provide the Agency with independent perspectives, strategic expertise, and global experience that strengthen its international engagement and contribute to the continued advancement and international recognition of Uzbekistan's education quality assurance system.

The International Governing Board meets regularly to review strategic priorities, discuss emerging developments in education quality assurance, and provide recommendations that support the Agency's continued development and international engagement.
Additional meetings may be convened whenever necessary to address strategic priorities or emerging issues. The Board conducts its work through a transparent, collegial, and evidence-informed decision-making process in accordance with its governing Regulation.
