Perliter Walters-Gilliam is an internationally recognized higher education quality assurance and accreditation expert with nearly 20 years of experience in accreditation, institutional effectiveness, regulatory compliance, quality assurance systems, and higher education policy. She currently serves as Founder and Principal Consultant of NBBE Consulting, a specialized firm that supports higher education institutions, accreditation agencies, and ministries of education in strengthening quality assurance systems and promoting continuous improvement.
Since establishing NBBE Consulting in 2020, Ms. Walters-Gilliam has advised more than twenty higher education institutions and numerous quality assurance organizations across the Caribbean, Latin America, Africa, Central Asia, and the United States. Her expertise includes accreditation readiness, standards development, institutional effectiveness, policy formulation, evaluator training, quality assurance capacity building, and the development of national accreditation frameworks. She has also supported accreditation agencies in recognition processes, standards revision initiatives, and strategic planning efforts.
Prior to founding NBBE Consulting, Ms. Walters-Gilliam spent over 13 years with the Accrediting Council for Independent Colleges and Schools (ACICS), one of the largest institutional accrediting bodies in the United States. She held several senior leadership positions during her tenure, culminating in her role as Vice President for Accreditation, where she oversaw accreditation operations, institutional compliance, standards implementation, policy development, evaluator training, and stakeholder engagement.
Throughout her career, she has trained thousands of higher education professionals, accreditation evaluators, institutional leaders, and quality assurance practitioners. She is widely recognized for her expertise in accreditation systems design, institutional capacity building, quality culture development, and regulatory compliance. In 2026, she was elected Commissioner of the Middle States Association (MSA) Accreditation Commission, further recognizing her leadership and contributions to advancing educational quality and excellence worldwide.
