In the National Agency for Quality Assurance in Education under the Administration of the President of the Republic of Uzbekistan, the fight against corruption is one of the priority areas of state policy. In its activities, the Agency, strictly adhering to the principles of openness, transparency, legality, and intolerance of corruption, implements systemic measures aimed at preventing corruption, eliminating its causes and conditions, and forming a culture of honesty and responsibility among employees.
The anti-corruption system in the Agency is organized based on the requirements of the Laws of the Republic of Uzbekistan "On Combating Corruption," "On the Civil Service," "On Conflict of Interest" and relevant regulatory legal acts, as well as taking into account international experience and the recommendations of the international standard ISO 37001:2016.
In order to prevent and combat corruption in the Agency, the following systemic measures are being implemented:
Introduced anti-corruption policy and internal documents - The Agency's Anti-Corruption Policy, the Code of Ethics, and the Conflict of Interest Management Procedure have been approved, and these documents define the key principles of the Agency's staff.
In the sphere of the conflict of interest management system - In order to prevent the influence of personal interests in the performance of official duties, employees are obliged to timely declare and resolve, in accordance with the established procedure, situations where a conflict of interest may arise.
A compliance control system has been established - in order to organize and control the anti-corruption system in the Agency, the position of Chief Inspector for Compliance Control has been introduced, who reports directly to the Director of the Agency and takes measures to identify, monitor, and prevent corruption risks.
A system for identifying and assessing corruption risks has been introduced - corruption risks in various areas of the Agency's activities are regularly analyzed and assessed at least once a year. Specific measures will be developed and implemented to reduce the identified risks.
A transparent personnel policy is being implemented - The processes of hiring, appointing, evaluating, and incentivizing employees to vacant positions are carried out on the basis of open competition and transparent criteria.
Transparency in public procurement and work with counterparties will be ensured - the Agency will check the reliability of counterparties when selecting them and include special anti-corruption clauses in all contracts.
Information technologies are widely used - In order to reduce corruption risks, all processes are digitalized, and public procurement and tenders are carried out through electronic platforms.
Monitoring and internal control mechanisms have been established - Within the framework of the Compliance Control System, the effectiveness of anti-corruption procedures is regularly monitored, and appropriate measures are taken based on the results.
Regarding the formation of an anti-corruption culture - the Agency pays special attention to raising the legal awareness and culture of employees against corruption. Employees regularly participate in training seminars, undergo training on the requirements of anti-corruption legislation and internal documents, and undergo testing.
