About

Dr. Galina Motova is a distinguished higher education quality assurance leader and one of the pioneers of quality assurance development in the Russian Federation. She currently serves as President of the Asia-Pacific Quality Network (APQN) and Director of the National Centre for Public Accreditation (NCPA), Russia.

With more than 30 years of professional experience in higher education quality assurance, Dr. Motova has played a central role in the development, implementation, and advancement of accreditation systems, quality assurance policies, and evaluation frameworks at both national and international levels. Her career includes senior leadership positions at the National Accreditation Agency (NAA) and the National Centre for Public Accreditation (NCPA), where she has overseen numerous accreditation and external review processes for higher education institutions in Russia and abroad.

Dr. Motova is a certified expert of the European Association for Quality Assurance in Higher Education and has participated in external reviews of quality assurance agencies and higher education institutions across Europe and beyond. She has also been actively involved in international higher education projects, including the Align (Tempus), SAGRIS (Erasmus+), DEQAR Connect (Erasmus+), and DAQAR (APQN-APQR) initiatives, contributing to the development of international quality assurance cooperation and best practices.

Throughout her career, she has played a leading role in organizing major international quality assurance events and conferences, including assemblies and forums of ENQA, CEENQA, and APQN. Her contributions have significantly strengthened dialogue and collaboration among quality assurance agencies worldwide.

Dr. Motova is widely recognized as a leading researcher and scholar in quality assurance. She served as a member of ENQA’s working groups on Excellence and Academic Integrity and contributed to the preparation of Russia’s National Reports for the Bologna Process Ministerial Conferences. As Editor-in-Chief of the journal Accreditation in Education, she has actively promoted quality assurance culture and the dissemination of national and international best practices since 2005.
