Expert for Institutional (Program) Accreditation

2Position Purpose

To conduct independent, objective, and evidence-based evaluations of vocational and higher education institutions or their educational programs in accordance with national and international quality assurance standards (such as ESG, EQAVET, ISO 21001). The expert ensures that the governance of the educational institution, internal quality assurance system, teaching and learning processes, human resources, infrastructure, assessment systems, and graduate outcomes comply with the criteria established for accreditation.

3Main Functions and Responsibilities (Common for All Sectors):

 Pre-visit responsibilities

  • Reviewing all submitted Self-Assessment Reports (SAR), supporting evidence documents, policies, curricula, and statistical data.
  • Identifying strengths, weaknesses, gaps, risks, and areas requiring clarification.
  • Preparing individual analytical notes and preliminary conclusions for the expert panel.
  • Developing a structured list of interview questions for administration, faculty members, students, employers, and graduates.
  • Participating in coordination meetings with the Panel Chair to align the evaluation strategy.

On-site (or virtual) visit responsibilities

  • Conducting structured interviews with the leadership of the educational institution, quality assurance staff, employers, students, and support personnel.
  • Observing the teaching and learning environment, laboratories, practical training facilities, ICT infrastructure, and student support services.
  • Verifying the authenticity and reliability of the submitted evidence.
  • Assessing compliance with accreditation standards, including:
    • Organizational governance and management
    • Internal quality assurance systems
    • Student performance
    • Organization of the educational process
    • Human resources
    • Research and professional activities (for higher education institutions)
    • Student support services
    • Infrastructure and resources
  • Documenting objective evidence in accordance with the required templates.

Post-visit responsibilities

  • Preparing written evaluation reports based on evidence, on-site observations, and applicable standards.
  • Providing clear and well-founded recommendations for improvement.
  • Reviewing and finalizing the panel report jointly with other experts.
  • Maintaining confidentiality, professional ethics, and principles of fairness.

4General Required Competencies:

Professional competencies

  • Strong knowledge of national qualifications systems, accreditation standards, and quality assurance processes.
  • Experience in teaching, research, industry, or educational management (at least 5 years).
  • Ability to analyze learning outcomes, curricula, assessment policies, and internal quality assurance mechanisms.

5Main Qualification Requirements:

Vocational Education
  • Bachelor’s degree or higher in a relevant field.
  • At least 3 years of relevant sector/industry experience is preferred.
Higher Education
  • Master’s degree or higher in a relevant field.
  • Academic publications or academic experience are preferred.
For both
  • At least 5 years of academic, industry, or research experience.
  • Prior participation in accreditation, evaluation, audit, or quality assurance processes is preferred.
  • Completion of an expert training or certification program (if required by the Agency).

  • Research experience or scientific activity in laboratory-based disciplines.
  • Ability to assess laboratory safety, adequacy of equipment, and scientific methodology.
Information and Communication Technologies 600 000
  • Qualifications in computer science, software engineering, information systems, cybersecurity, or data science.
  • Industry experience working with modern IT frameworks (AI, cloud, DevOps, networks).
  • Ability to evaluate digital infrastructure, programming curricula, and cybersecurity standards.
Engineering, Manufacturing and Construction 700 000
  • Higher education in engineering fields (mechanical, electrical, civil, chemical, mechatronics, etc.).
  • Knowledge of industry standards, engineering safety, and laboratory/workshop requirements.
  • Practical industry or manufacturing experience is required (especially for vocational education).
  • Ability to develop and analyze curricula aligned with industry standards and learning outcomes.
Agriculture, Forestry, Fisheries and Veterinary 800 000
  • Qualifications in agronomy, agricultural engineering, veterinary science, fisheries, or food technologies.
  • Understanding of sector-specific regulations, biosafety, and laboratory practices.
  • Experience in applied agricultural research or fieldwork.

7Compliance with Ethical and Legal Standards:

All experts are required to:

  • Declare the absence of any conflict of interest.
  • Comply with the Code of Conduct of the Accreditation Agency.
  • Maintain the confidentiality of all information reviewed.
  • Conduct evaluations objectively and without bias.

8Expected Outcomes:

Preparation of an evidence-based evaluation report (at the level of an educational institution or program).

  • Clear justification for decisions and evaluation scores.
  • Recommendations for improvement in accordance with national standards.
  • Professional contribution to panel consensus and the final decision-making process.

9Target Role

Relevant experience as a general curriculum expert capable of providing guidance across multiple disciplines and educational program areas.
