In Uzbekistan, reforms aimed at fundamentally improving the education system, bringing it in line with international standards, and enhancing the quality of personnel training are being consistently implemented. In this regard, Resolution No. 498 of the Cabinet of Ministers of the Republic of Uzbekistan, adopted on August 6, 2025, serves as an important legal foundation. In accordance with this resolution, a new system for conducting comprehensive and specialized state accreditation of all public and private educational institutions operating in the country has been introduced.
The authority to implement these processes has been assigned to the National Quality Assurance Agency for Education under the Administration of the President of the Republic of Uzbekistan, which operates as a central and specially authorized body for evaluating the quality of education.
Currently, out of 207 higher education institutions in the republic, 91 have submitted applications for state accreditation covering 1,492 educational programs. Of these, applications for 1,096 educational programs from 71 institutions have been accepted.
The state accreditation process is carried out in stages. It begins with the formal submission of an application and includes internal evaluation, external evaluation, and the adoption of a final decision. This system enables educational institutions to critically assess their activities, address shortcomings, and improve overall quality.
Comprehensive state accreditation is conducted once every five years for higher education institutions that have graduates in their educational programs. At present, 19 institutions have applied for comprehensive accreditation covering 753 educational programs, and internal evaluation processes are underway.
Additionally, a system of specialized state accreditation applies to newly introduced educational programs. To date, applications have been received from 52 institutions for 443 educational programs. Internal evaluations are ongoing for some of these programs, while others are undergoing external evaluation.
Relying on international experience is of great importance in ensuring objective and transparent assessment of education quality. For this purpose, more than 300 leading national scholars, along with over 100 foreign professors from higher education institutions ranked among the world’s top 1,000 universities, have been engaged in the external evaluation processes. This demonstrates that the assessment procedures are being organized in accordance with global standards.
It is noteworthy that specialized state accreditation processes are currently being actively carried out in higher education institutions. In particular, five educational programs planned for the upcoming academic year at the International University of Turkic States in Tashkent were thoroughly examined on-site within the framework of specialized state accreditation.
During the external evaluation, experts conducted a comprehensive analysis of the university’s activities across the following key areas:
— meetings with university leadership and responsible specialists;
— assessment of classrooms and laboratory facilities;
— evaluation of material and technical resources and infrastructure in line with modern requirements;
— analysis of the effectiveness of the information resource center and digital education systems.
These assessments serve to determine the quality level of educational programs and to develop concrete recommendations for their further improvement.
Indeed, the new system of state accreditation plays a crucial role in elevating the activities of educational institutions to a new level of quality, enhancing their international competitiveness, and preparing highly qualified personnel for the country’s development. Such a systematic and consistent approach to ensuring education quality occupies a significant place in Uzbekistan’s sustainable development strategy.
