Dr. Sultanov earned his PhD from Seoul National University (South Korea), a university ranked among the world's Top 40 universities.

He is also a graduate of the Tashkent University of Information Technologies, the National Coordinator of the UNESCO Entrepreneurship Education Network in Uzbekistan, and a member of the Institute of Electrical and Electronics Engineers (IEEE).
