During a presentation on the further development of the education system delivered today to the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, important decisions were outlined regarding the introduction of a modern mechanism for assessing the performance and effectiveness of higher education institutions — the Graduate Quality Index.
As part of these reforms, Uzbekistan is introducing a new tool for evaluating the performance of higher education institutions: the Graduate Quality Index.
The index will assess not only graduates’ employment rates but also the quality of their professional outcomes and success in the labor market.
The Index will be calculated based on the following key indicators:
➖ speed of employment after graduation;
➖ sustainability of employment;
➖ average income level;
➖ overall employment rate.
The Index will be generated automatically through integration with 10 government information systems, including HEMIS, tax, labor, social protection, customs, and other databases, ensuring an objective assessment without human intervention.
To promote inclusiveness, the results of graduates requiring social protection, including orphans and persons with disabilities, will be calculated using a double-weight coefficient.
Higher education institutions will be assessed annually by the National Agency for Quality Assurance in Education based on these indicators. Evaluations will be conducted after July 1 each year, covering the period from July 1 of the previous year to June 30 of the current year.
According to the Index results, the Top 20 higher education institutions demonstrating the strongest performance nationwide will each receive a financial incentive of 500 million UZS.
The first Graduate Quality Index results are expected to be announced in August of this year.
