A meeting at the National Agency for Quality Assurance in Education discussed progress and tasks in developing the National Qualifications System. So far, 22 Sectoral Councils, 28 Sectoral Qualifications Frameworks, and 128 Professional Standards covering 534 occupations have been established or approved. Over 500 experts and professionals contributed to the process. The system aims to bridge the education and labor markets seamlessly—through professional standards, educational programs, qualification assessment, and certification. Specific tasks were assigned to ministries to accelerate implementation.
What has been achieved so far?
Within a relatively short period, significant progress has been made in establishing the foundation of the National Qualifications System:
22 Sectoral Councils for Professional Qualifications Development have been established;
28 Sectoral Qualifications Frameworks have been approved and introduced into practice;
128 Professional Standards covering 534 occupations have been approved;
More than 500 industry experts, researchers, educators, and employers have been involved in the development of professional standards and qualification requirements.
Why is this process important?
Today, professional standards serve as the key link between the education system and the labor market.
This chain must function seamlessly:
Professional Standard → Educational Program → Qualification Assessment → Certification → Employment
If professional standards are delayed, educational programs cannot be updated. If educational programs are not updated, graduates will not possess the competencies required by the labor market. If qualification assessment and certification systems do not function effectively, qualifications lose their value for employers.
At the conclusion of the meeting, specific tasks were assigned to all responsible ministries and agencies to accelerate the development and approval of professional standards, establish qualification assessment centers, and ensure the full implementation of the National Qualifications System in practice.
