About the Organization

JUAA (Japan University Accreditation Association) is an independent, non-profit organisation established to assure and improve the quality of higher education in Japan. It is the oldest accreditation body in the country and one of the earliest in the Asia-Pacific region, originally modelled on several U.S. accreditation agencies. JUAA holds the legal status of a Public Interest Incorporated Foundation, certified by the Prime Minister of Japan.

JUAA operates within Japan's national statutory quality assurance framework, the Certified Evaluation and Accreditation (CEA) system, introduced by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) in 2004.

JUAA is independent in conducting its evaluations, but its accreditation activities take place within the certification and legal requirements set by MEXT. Unlike some national systems that rely on a single monopoly agency, Japan's CEA framework certifies several accreditation bodies; JUAA was the first agency certified by MEXT, in 2004, to conduct CEA for universities.

JUAA develops and periodically revises its own evaluation standards (the “University Standards,” first established in 1947) and conducts institutional accreditation based on self-study reports prepared by each institution; final accreditation decisions are made through JUAA's own evaluation committees.

JUAA's core functions are to define the characteristics of excellence for higher education institutions, translate them into evaluation standards, and conduct accreditation on this basis — thereby supporting institutions' continuous improvement and their accountability to society. It also promotes the international recognition, transparency, and comparability of its accreditation activities through partnerships with overseas quality assurance agencies, including through International Joint Accreditation (iJAS) and collaboration with agencies in the Asia-Pacific region.

Institutional accreditation (for universities and junior colleges, including professional universities and professional junior colleges) is mandatory under Japan's national CEA system, conducted once every seven years. Programme-level accreditation for professional graduate schools, in nine specific fields, is conducted once every five years.

In addition, JUAA independently conducts field-specific programme evaluations for veterinary medicine education and dentistry education.

JUAA maintains a dedicated research body, the Research Institute for Quality Assurance in Higher Education (RIQAHE), established in 2018, responsible for research on higher education and quality assurance both in Japan and internationally.
