In accordance with the Decree of the President of the Republic of Uzbekistan No. PD–76 dated 5 May 2025 “On Additional Measures to Improve the System of Quality Assurance in Education and the Provision of Educational Services,” the National Quality Assurance Agency for Education under the Administration of the President of the Republic of Uzbekistan has been assigned the task of expanding international relations in the field of quality assurance in education, joining international organizations in the field of quality assessment, and ensuring the international recognition of the national accreditation system.
To ensure the implementation of these tasks, and with a view to expanding the international integration of the Republic of Uzbekistan in the field of quality assurance in higher education and aligning the national accreditation system with international standards, the Agency held negotiations with the International Network for Quality Assurance Agencies in Higher Education (INQAAHE). As a result, on 4 May of the current year, the Agency officially obtained full membership in this network.
INQAAHE was established in 1991 and currently brings together more than 300 quality assurance agencies from over 140 countries. Its headquarters is located in Barcelona, Spain. The network is one of the leading international platforms serving to develop global cooperation in the field of quality assurance in higher education, exchange best practices, and promote common approaches.
Within the network, international conferences, seminars, and training programmes are organized annually, and systematic exchange of experience among member organizations has been established.
The Agency’s full membership in this network is of significant importance for ensuring the institutional recognition of the education system of the Republic of Uzbekistan at the international level.
The central mission of INQAAHE is to develop and enhance the quality of higher education by supporting an active international community in the field of quality assurance in higher education. In its activities, the network focuses on advancing the theory and practice of quality assurance, promoting mutual understanding and exchange of policies and practices among its members, and strengthening quality assurance in the interests of higher education institutions, students, and society.
INQAAHE’s membership system consists of several categories. According to the official criteria, Full Members are organizations responsible for ensuring the quality of higher education institutions or educational programmes through external evaluation, accreditation, audit, or other forms of assessment.
In addition, INQAAHE also includes the categories of GGP Aligned Members, Associate Members, and Affiliate Members.
Full membership
Full membership enables an organization to participate fully in INQAAHE as a quality assurance agency. Organizations with Full Member status may participate in INQAAHE’s decision-making processes, access General Assembly documents, take part in INQAAHE events or host them, and promote their own events through the INQAAHE website.
To be admitted to INQAAHE as a Full Member, an organization must be an agency engaged in external quality assurance activities, have an organizational profile covering its activities and processes, provide legal documents confirming its operations, and demonstrate at least two years of experience in external evaluation.
In addition, the organization’s official website must be up to date and accessible in English.
The Agency’s full membership in this network is of significant importance for ensuring the institutional recognition of the education system of the Republic of Uzbekistan at the international level. As a result of this membership, the transparency and credibility of the national accreditation system will increase, and the international cooperation opportunities of higher education institutions will expand.
This, in turn, will contribute to the development of transnational education (TNE – Transnational Education) and the improvement of internal quality assurance mechanisms.
It should be particularly emphasized that the National Quality Assurance Agency for Education is the first and only national quality assurance body in the history of Uzbekistan to become a member of this prestigious international network. Achieving INQAAHE Full Membership within a short period demonstrates the international recognition of the Agency’s activities.
