In accordance with the Decree of the President of the Republic of Uzbekistan No. PD–76 dated 5 May 2025, “On Additional Measures to Improve the System of Quality Assurance in Education and the Provision of Educational Services,” the National Quality Assurance Agency for Education under the Administration of the President of the Republic of Uzbekistan (NQAAE) has been assigned the task of expanding international cooperation in the field of quality assurance in education, joining international organizations, and ensuring the international recognition of the national accreditation system.
ENQA was established in 2000 and serves as a major European platform for cooperation among organizations involved in quality assurance in higher education. The Association promotes the development of quality assurance practices, supports the implementation of common principles and standards, and facilitates the exchange of expertise among quality assurance agencies across the European Higher Education Area (EHEA) and beyond.
Through its activities, ENQA contributes to the development of the European Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG), promotes professional development, and provides opportunities for cooperation through international projects, expert discussions, working groups, conferences, and seminars.
Obtaining affiliate status in ENQA represents an important step in strengthening the international position of Uzbekistan’s national quality assurance system. It creates opportunities for the Agency to engage more closely with European quality assurance organizations, learn from international experience, and contribute to discussions on emerging approaches and developments in higher education quality assurance.
This affiliation also supports the Agency’s long-term objective of aligning national quality assurance practices with internationally recognized principles and standards while expanding cooperation with European partners.
ENQA’s mission is to promote the development of quality assurance in higher education and strengthen cooperation among quality assurance agencies. The Association supports the advancement of quality assurance methodologies, encourages the exchange of good practices, and contributes to the development and implementation of shared standards across the European Higher Education Area.
Through its activities, ENQA facilitates professional dialogue, knowledge sharing, and cooperation on key issues affecting the quality, transparency, and continuous improvement of higher education.
ENQA distinguishes between Members and Affiliates.
Membership is primarily intended for quality assurance organizations operating within the European Higher Education Area that demonstrate compliance with the European Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG).
Affiliate status is available to organizations worldwide that are active in or interested in higher education quality assurance but do not hold ENQA membership. This category provides an opportunity for organizations outside the European Higher Education Area, including national quality assurance agencies, to engage with ENQA and participate in its professional activities.
NQAAE’s affiliate status provides a formal framework for cooperation with ENQA and access to relevant professional networks and resources.
NQAAE’s affiliation with ENQA represents a significant step in the international development of Uzbekistan’s education quality assurance system. It strengthens the Agency’s links with the European quality assurance community and creates additional opportunities to exchange experience, develop institutional capacity, and improve national accreditation practices.
The affiliation can also contribute to greater transparency, the adoption of effective quality assurance approaches, and the development of international partnerships involving Uzbek higher education institutions and quality assurance organizations.
Furthermore, cooperation with ENQA supports the Agency’s long-term objective of progressively aligning national quality assurance practices with internationally recognized standards and strengthening the international credibility of Uzbekistan’s higher education system.
