APQN — Asia-Pacific Quality Network

In accordance with the Decree of the President of the Republic of Uzbekistan No. PD–76 dated 5 May 2025 “On Additional Measures to Improve the System of Quality Assurance in Education and the Provision of Educational Services,” the National Quality Assurance Agency for Education under the Administration of the President of the Republic of Uzbekistan has been assigned the task of expanding international relations in the field of quality assurance in education, joining international organizations in the field of quality assessment, and ensuring the international recognition of the national accreditation system.

APQN — Asia-Pacific Quality Network

APQN was established in 2003 and currently brings together more than 200 quality assurance agencies and higher education institutions from over 45 countries and territories. Its secretariat is located in Shanghai, China. The network is one of the leading regional platforms serving to develop cross-border cooperation in the field of quality assurance in higher education, exchange best practices, and promote harmonized approaches.

Criteria for Full Membership Admission

To achieve Full Member status, an applicant agency must be officially responsible for external post-secondary quality reviews, guided by a clear mission, and backed by aligned staffing and reviewers. It must maintain strict operational independence so its judgments remain autonomous, utilize transparent and publicly available evaluation processes (such as self-evaluations and site visits), implement internal quality assurance measures subject to periodic external review, and host an up-to-date website accessible in English.

Impact on National Development

Securing Full Membership in this network marks a major milestone for the Republic of Uzbekistan, providing its higher education system with vital global validation and institutional recognition. This partnership elevates the international credibility and transparency of the country's national accreditation framework while opening new doors for local universities to collaborate globally.

Furthermore, it accelerates the expansion of transnational education (TNE), aligns national practices with regional benchmarks like the Chiba Principles, and strengthens domestic internal quality mechanisms.

Notably, the National Quality Assurance Agency for Education has made history as the first and only national quality body from Uzbekistan to join this prestigious network, with its rapid admission serving as an international endorsement of the Agency’s standards and operations.
