To achieve Full Member status, an applicant agency must be officially responsible for external post-secondary quality reviews, guided by a clear mission, and backed by aligned staffing and reviewers. It must maintain strict operational independence so its judgments remain autonomous, utilize transparent and publicly available evaluation processes (such as self-evaluations and site visits), implement internal quality assurance measures subject to periodic external review, and host an up-to-date website accessible in English.

Securing Full Membership in this network marks a major milestone for the Republic of Uzbekistan, providing its higher education system with vital global validation and institutional recognition.
