The “Eliminating Bureaucracy — 2030” Programme will be implemented in Uzbekistan. This is stipulated in the “On organizational measures aimed at the digital transformation of public administration and improving its efficiency” resolution signed by the President on 28 November.

                The Resolution was adopted “to optimize the stages of public service delivery, prevent excessive obligations from being imposed on individuals and legal entities, fully establish digital interaction among government organizations, the public and businesses, and improve the effectiveness of reforms in this area.”

                According to the Resolution, starting from 1 January 2026, the “Eliminating Bureaucracy — 2030” Programme, aimed at the digital transformation of public administration and improving its efficiency, will be launched, with the following defined as its main objectives:

  • improve citizens’ quality of life through fast and convenient access to public services;
  • promote entrepreneurship and increase the country’s attractiveness to foreign investment;
  • build a positive image of the country in the areas of digital governance and public administration;
  • reduce the risk of abuse by eliminating excessive procedures and increasing the transparency of processes.

To coordinate implementation of the Programme, a Project Office shall be established under the Agency for Strategic Development and Reforms, with the following defined as its main tasks:

  • establish cooperation with foreign countries and international organizations on matters related to the successful implementation of the Programme;
  • develop a “roadmap” for measures to be implemented under the Programme and submit it for approval to the Coordinating Council for Strategic Planning and Development under the President of the Republic of Uzbekistan;
  • at the end of each year, assess and publish the effectiveness of work carried out to eliminate bureaucracy in public administration by ministries and agencies, the Council of Ministers of Karakalpakstan, regional administrations and the Tashkent city administration, and submit information to the President of the Republic of Uzbekistan on measures to encourage government organizations and initiative proponents.

Proposals for eliminating bureaucracy will be developed and reviewed, and the effectiveness of work carried out in this area will be assessed through the Zero Bureaucracy digital platform, of which the Agency is the operator and owner.
