High Council for Evaluation of Research and Higher Education

HCERES is an independent public authority in France responsible for evaluating higher education and research activities. It was established in 2014 (building on the former AERES). Through regular external evaluations of universities, research institutes, laboratories, and educational programs, it oversees compliance with national academic and research standards.

HCERES’s core functions include institutional evaluation of higher education institutions, expert assessment of research units and doctoral schools, and quality-based analysis of educational programs. Evaluation processes are conducted through peer review with the participation of independent national and international experts and cover strategic governance, research performance, international cooperation, and internal quality assurance systems.

HCERES operates in accordance with the ESG standards of the European Higher Education Area (EHEA) and is a member of ENQA and listed in EQAR. Its evaluation conclusions serve as an important basis in France for public funding decisions, strategic development, and the formulation of research policy, and they contribute to the international recognition of French higher education qualifications.
